The State of Ohio, Department of Transportation, Construction and Material Specifications, which are referred to throughout the Specifications for these projects, are available for inspection online at https://www.transportation.ohio.gov/working/publications/spec-book or for purchase through the State of Ohio, Department of Transportation, Office of Contracts, 1980 West Broad Street, Mail Stop 4110, Columbus, Ohio 43223.

The Bids must be accompanied by a bid guaranty in compliance with Ohio Revised Code 153.54. The bid guaranty shall be in the form of either:

  1. A combination Bid and Performance Bond in the full amount of the bid, including any alternates. If the Contract is awarded, this combination bond shall also serve as a performance bond. The bond must be in the form contained in the Contract Documents.

     

  2. A bid guaranty in the form of a certified check, cashier’s check or a bank letter of credit, revocable only at the option of the Commission, in the amount of 10% of the bid, including any alternates. If a Contract is awarded, a performance bond will be entered into in the full amount of the bid. The Performance Bond shall be in a form approved by the Commission.

The Commission’s Business Inclusion Program provides that Small Business Enterprises (SBEs) shall have an opportunity to participate in the performance of Contracts. The Notice to Bidders will state whether an SBE goal applies to the proposed project and additional SBE requirements are set forth in the Contract Documents.  More information about the Commission’s Business Inclusion Program is available here.

All Bidders entering into a Contract with the Commission and their Subcontractors will be required to be enrolled, and in good standing, in a Drug-Free Workplace Program approved by the Ohio Bureau of Workers’ Compensation.

The Commission uses an electronic signature (“eSignature”) program to execute all contract documents.  Awarded contractors do not need an account to use the eSignature program.
